English Councils Plan to Dispose of Social Clubs and Leisure Facilities to Balance Books

Based on a recent study of municipal councils, English councils are preparing to offload community centers, sports centres, and retail spaces as they rely on a rapid disposal of properties to balance the books.

Increasing Financial Pressures Drive Asset Sales

The Key Cities Group for second-tier cities in the UK stated that six out of ten of local authorities are intending to sell assets to meet the rising costs of adult and children’s social care.

Local governments have previously come under fire for selling public land and land to shore up their finances, but they contend they must proceed to raise vital cash from property disposals or face insolvency.

This coalition said that a high proportion of authorities seeking to raise money from a quick sale of holdings marked “a clear change from 2024, when the majority (six in ten) of local leaders said they would prioritise restructuring services and utilising financial reserves to weather growing fiscal pressures.”

Detailed Cases of Planned Disposals

Medway Council in southeast England said its property management strategy included the disposal of a retail complex in Rainham and a community venue in another town to generate 20 million pounds over five years.

  • Gillingham golf club and commercial properties owned in Worcestershire and Suffolk, which all generate rent for Medway council, will also be sold under the plan.

Local Levy Rises and Wider Fiscal Strains

The survey of local authorities in the key cities group, which includes several urban centers, further found that more than 70% of councils will have to raise local levies next April to cover the rising cost of essential services, increased rates of housing insecurity, and a longstanding housing shortage.

The authority explained it will press ahead with asset sales after sharp increases in the cost of children services, support for vulnerable learners, elderly and disability services, and short-term housing.

“We are adopting innovative approaches but certain measures require time to deliver both better provisions and financial savings,” stated a council leader.

He added: “There are population challenges which will continue to add to the strains we have. As a local government body, we had a drastic reduction in our revenue support grant from 2010-24, which is extremely difficult.”

National Trends and Forecasts

Research of county councils this week also found council budgets being strained by the growing number of children and older individuals needing special educational assistance.

The County Councils Network said that council deficits will reach £4.4bn a year by the end of the decade, as they struggle to cope with rising needs.

Government officials have put off scheduled changes to the Send system until the coming year after a white paper setting out those changes was recently delayed.

Deprivation and Funding Shortfalls

Based on the most recent indices of deprivation (the Index of Multiple Deprivation) for English councils, several key cities members were among the most deprived in the country.

  • “Member cities like several major towns rank in the most deprived 30 across the country under the latest IMD measures,” noted the study.

“Although only a single urban area is among the top 10 for deprived neighbourhoods nationally, urban areas are far more likely to be in the most deprived fifth of the nation. The figures highlights the extent of challenges facing local leaders across key cities in the next twelve months,” the report concluded.

“Local government leaders have been clear about the necessity for a fair and sustainable funding system that accounts for and responds to the real levels of disadvantage and demand,” said Michael Mordey.

“Lacking this, councils will continue to face impossible choices around which vital provisions to allocate spend to, and which to reduce, to the disadvantage of their communities.”

A fifth of local authorities have cut or compromised social care provision in the last year, the study revealed.
